Yes you have to remove the pulley . Pulley remover tool available from Canadian tyre for about $40. The pulley cobers bolts that you need to get at.

To replace pulley you need a 3 or 4 inch long bolt that has same thread as end of shaft on pump. Put a nut on the bolt  about 1 inch from end, screw bolt into end of shaft and tighten, then move nut up against shaft and tighten nut so it moves the pulley onto the shaft. This will take you a long time, it will stop moving on the shaft and this is the correct placement of the pulley. Good luck
