Just to add to this: This answer helped me troubleshoot hard starting on my wife's 2001 Impala. About 10 minutes after leaving the car in an enclosed space (such as our garage, you could smell gasoline throughout the garage. In addition to hard starting, the car would suddenly die at highway speeds.

After reading this answer, I immediately started my wifes car, stopped it, and checked the tube coming from the regulator to the engine intake. Sure enough, fuel started bubbling and dripping out in a matter of seconds.

After a quick run down to to the auto parts store,  $80 and 15 minutes of work later, the car started right up. Been working great ever since.
