I've been playing poker for a living for 4 years, and have written about the subject extensively. Education/Credentials
I've read the books, talked to the old timers, and done my time at the tables. That's all the education a poker player gets. I own over 100 poker books and have read them all at least once.

Awards and Honors
"Best Article" award on pocketfives.com for 2005 for my bankroll management article. All my other "awards" have been in cash, and I've already spent them. Poker isn't about trophies, it's about money. Many major tournament wins online.

Question
blinds   500   1000    2 guys call big blind comes to big blind he only has 400 left he goes all  in  it cost other guys 400 now to call can they reraise since the big blinds raise was only 400 not 1000  since they just called pre flop did not raise?

Answer
The problem is earlier in the hand than that. Any player who had more chips than the 400 must call the 1,000 that the blinds posted. Those are live bets, and and they have to call at least the 41,000 or fold unless they are are short on chips and go all-in for less than that. Any player with enough chips may raise the blinds as well. The all-in player has no effect on the players to act after him in this case, they act just as if he had folded.
