Your question "how many player" is not a sensible question as stated.

Perhaps English is not your native language.

You ask for a "step-by-step" answer - but your question is not one that is answered with "steps"

For this question re: "the rule" I am going to assume that you are referring to real-life casino blackjack as nobody in his right mind would play on-line.

The game requires a dealer and one or more players.
So ... there can be one player or as many as there are seats at the table.
That maximum is either 7 or 6 in most casinos. The least that I have ever seen is 5.
