It appears that the siblings listed in the family bible are for Charlie Cooper and not Roy Allen Cooper.
In the 1920 census in Knoxville, Knox Co., TN it looks as if Charlie's family and his brother Parish and his family are living together.

There is also a record of a Candace Cooper marrying Alfred Farrington in 1894 in Union Co., TN. Charley Cooper and Kizzey Long married 9 Apr 1910 in Union Co., TN. Paris Cooper and Lillie McGee married 20 Feb 1911 in Union Co., TN. There are also some Bills and Johns marrying in the same county around the same time as well.
More research would need to be done, but it looks like the siblings listed in the family bible are for Charlie Cooper.
