General HTML/Web Design Programming Q`s/Submit button not working in IE

Question
In Google Chrome, the following code creates a button which, when clicked, opens a new tab with the Google website loaded into it. However, the button does not function in Internet Explorer. Any ideas what I am doing wrong? Thanks, in advance! :-)

Hello - you are not doing anything wrong.  Each browser reads the web code differently.  This is how it has always been.

The following link is an overview of browser compatibility.  Just to give you an idea.  The W3 sets the international standards organization for the World Wide Web (abbreviated WWW or W3).
