General HTML/Web Design Programming Q`s/html code


I've just finished building a site using dreamweaver while watching a 40 lesson tutorial online. I just noticed a code on the tutorial  which was never mentioned in any of the lessons. Please tell me if It  is a standard html code for the head section. if yes, do I need to add it on every page or just the index. This is the code;

<meta http-equiv="Content-Type" content="text/html; charset=utf-8" />
  <meta http-equiv="Content-Type" content="cache" />

Hello - the standard is on every page.  However, if you want to add meta tags you do that manually.  If you have used a template to add pages to your site you only need to add to the template, if not you would add to each page individually.  

Using the HTML toolbar > Heading
