Hank's definition can be found by anyone at any online dictionary. I don't believe Mark was interested in today's definition. I think he was more concerned about what it meant when our country's founding fathers authored the Constitution.



Some opinions hold that the meaning of "regulate" was more along the lines of "to enable" or "to expedite"; contrary to today's definition which is more along the lines of restriction and control.
