What could be the probable reasons that one is unable to establish connectivity to a VPN Server using VPN Client software ?.

But one is always able to establish connectivity to a RDP Server using RDP Client software.

RDP and VPN are designed to do different things.  Some functions are common.  As for reasons a connection can't be established, that may be a vendor-specific matter if the server is Windows.  The Windows version of openVPN and the Linux version differ because the one for Windows is mimicking the Microsoft implementation.  That may sound like a criticism but it isn't; they're just different.  And who's to say the cause isn't related to the environment (the network segment), rather than being a result of anomalous client-server behavior?  I can't establish a VPN connection from behind a firewall that blocks ports used by the VPN.
