Question
I met a man from China who is going to college here in the USA who sales items his family makes in China. He asked me if I would take over his business of selling these items when he returns to China in May. Would this be considered importing merchandise? Is that legal? What special rules/laws govern this? Who would I need to contact in order to make sure this is okay?

Diana,
Does he sell these items to companies who then re-sell or use them? Or does he sell direct to consumers? What are the items? If he is selling to companies it is likely a good deal for you if you enjoy selling. The companies would likely take care of the import duties and other legal stuff. You need to ask more questions and if you form a company to do this, then consult an accountant.
