I know that these two sentences below are correct
1.Since we've joined the EU many people have started to learn languages.
2. Since we joined the EU many people have started to learn languages.
I wonder why both versions, i.e., since we joined... AND since we've joined... ARE CORRECT? Could you explain that to me?
How about this sentence, Anne? Is it also OK: Since we've joined the EU many people started to learn languages.

Both sentences are correct and there is virtually no difference in meaning. "Since we have joined..." and "Since we joined...." are currently used without much distinction. The first one sounds like this country has joined recently, but there is no way to tell from the sentence if this is true.
Your sentence should read: "Since we've joined the EU, many people have started to learn languages." The reason for this is that people most likely continue to learn. The learning has not stopped after just a few people started to learn.
