Both "referring to" and "in reference to" are used in business letters.

EXAMPLES OF REFERRING TO:

Please read my January 30 e-mail, referring to hiring additional staff.

John, referring to Jim, wrote that he was an excellent worker.

In this document, I am referring to the company's financial situation.
