I can answer questions related to following disciplines mainly: geology, geophysics, general geomorphology, stratigraphy, seismic stratigraphy and sequence stratigraphy. I would like to answer Geophysical question too with keen interest specifically exploration related. I want to hear from users for their queries on exploration geophysics/geology. Especially, in the discipline of Reservoir Characterization from multi-discipline data. The questions related to basics and interpretational applications would be most welcome. I can not answer the questions related to astronomly, ecology/environmetal sciences, mineralogy and petrology/petrophysics. Such categories are not my discipline of experience.

Question
what factor could cause sea level to rise? and to fall

Answer
Hello Saiid,

There are tectonic, climatic and astronomical elements that control the changes in a sea level. These include the eustasy, plat tectonics, local basin physiography, astronomical forces (tidal effect for instance), climatic changes e.g. global glacial melt, sedimentation rate etc etc. There are all factors that control the the sea-level at a given position. If you are more interested, I'll say go through the geology, if you are already a geologist, go to the discussions on sea-level in a sequence stratigraphy topics.

There is a very good book on it "Sea-Level Change" published by the National Academic Press. You shall go through that for more uniform description on this topic.
