Well I would take it other way, it is a deltaic system which has deposited these sands. Shale within Lower Goru Sands is an indication of sea trangression depositing thick shale units. As sea level drops and delta progrades sand deposition occours. A simple reply to your question. Do read any book of sedimentology for trangression and regression and what kind of strat would be deposited in these environments
