Yes, at least that is what I understand from the statement.
Now points equidistant from both the sides of an angle are points on its bisector. But we want to find the locus of points equidistant from both the sides of both the angles. So the locus will be nothing but the point of intersection of angle bisector of angle A and angle bisector of angle B.
