Please can you explain the term Rotwelschenreich - the context is the German translation of "Notre Dame de Paris".

Also, do you know any good online German - English and German - German dictionaries, please?

CONTEXT:
Pierre Gringoire wurde in das Rotwelschenreich eingeheiratet. Als er durch Zufall in den Wunderhof stolperte und gehenkt werden sollte erbarmte sich La Esmeralda und nahm ihn zum Mann um ihm so das Leben zu retten.

It seems that the French original says "le royaume des argots" or "royaume des argotiers":
