German Law/Citizenship if born to Turkish parents


My partner was born In Germany In 1985 and lived there till he was 9. His parents are both turkish born and he currently lives in turkey. How would he go about applying for German citizenship and is he eligible?

Unfortunately, he is not eligible for German citizenship because Germany did not yet have "ius soli" in 1985. Back then, one could only obtain German citizenship from at least one German parent or due to naturalization (which he or his parents could/should have applied for).

But if he ever moves to Germany, he may have up to 5 of his previous 9 years counted towards the residency requirement of 6-8 years ( 12b II StAG) if he still speaks fluent German. This means that he only needs to live in Germany for one or two more years and he could apply for naturalization.
