The USGA suggested method is to use the back nine score(that's the total of the back 9 vs back 9),  if still tied, the total of the last six holes; 13,14,15,16,17,18 vs same, then the last three (16, 17, 18), then 18.  If still tied go to the hardest handicap holes.  Its not great but sometimes a playoff can't happen.
