US Government Information - government fraud?

Question
hi i have worked for someone the last 3 years who lives in a million dollar home and owns more property.she is a chiro on disability who got a large inheritance years ago .my question is she has a 19 yr old adopted daughter who just had a baby and lives at home collecting welfare and food stamps which buys them food then shop at maceys.i know this doesn't seem right but is this considered fraud?they have money with the daughter having hidden trust funds. very curious about your answer.thank you

Answer
Welfare is a county run, state funded program.  I am not familiar with all of their rules.  It would seem the parent should be responsible for the daughter, but since the daughter is an adult the state probably does not see it that way. If she has hidden money that certainly should be reported.
