Question
Which federal agency has stated that in February 2009 all television stations must telecast all their programs in HD-TV? Thank you.

Al,
This question is outside of my expertise.  However, the Federal Communications Commission (FCC) is the agency that regulates all TV communications.  There should be some good information on their website:  www.fcc.gov

I am sorry that I am not able to answer this question fully.
