AboutBobbert Expertise I have been into computer hardware, especially 3D graphics and the hardware that drives them, for a number of years. I have knowledge in installation, use, troubleshooting, purchase suggestions and overclocking.
I'm having a problem with a computer I was trying to fix. Low performance, CD-Rom not working. After I performed the following work, I put it back together, and it's not powering up. I mean the PSU seems to work (fan runs), and I have correct voltage at the pin sockets.
Here's what I've done:

ORIGINAL PROBLEM:
Very poor performance, CD Rom not reading disks, including OS.
Device Manager showed that it was working properly.
WORK DONE:
Removed lots of programs to free up HD space on a 20GB HD (the specs say it's supposed to be 40GB, but ...)
Cleaned out Temp. Files, including content.ie
Defragged
(Above took care of slow internet)
Removed CD Rom to check if the LED inside was dirty.
Placed it back in.
Removed CPU Fan and Heat Sink for cleaning.
Cleaned out the inside with Canned Air.
NEW PROBLEM: "No signal" shows on my monitor when connecting and turning on computer.
Power supply fan runs both in and out of the case.
Light in the back of PS is on.
Front Switch seems to work in powering it on and off, but the front led no longer lights up.
CPU fan tries to start, but won't.
Tested 5.1v and 12v on all plugs from PS, both in and out of case.
Of course, the new problem is primary now. I'm stumped and don't know what to do. Has the HD broken down? Is the CPU not seated properly (I've taken it out and put it back in several times to see if this was the problem)?
I'm positive that all of the plugs are back in, although there is one (P5, from PS) that's not connected, but I think that was the way it was originally.
Could I be having a problem from having taken the CPU and Heatsink out?
Any help most appreciated.

Answer Potentially the CPU itself has been damaged, and no longer functions, thus the system is halted. Another alternative is there is some connection missing somewhere (could be as simple as the CPU fan power not being "snugged down", and the system is refusing to start to protect the CPU, or a bit "more major", such as the auxilary ATX connector missing).
Have you tried resetting the CMOS? Ensuring all connections are snugly made (and all needed connections are made)?
