Question My fiance and I are driving from the US through Mexico to Guate in July. We are trying to verify all of the rules and paperwork needed for both Mexico and Guatemala before we go so as to avoid surprises. My fiance contacted the Mexican consulate and Mexican customs and they tell him that we will be heavily fined for bringing 3 dogs through the country, and Guatemala tells him that it is no problem. When I asked the Mexican consulate and customs, they tell me that I don't need any paperwork and it is no problem to bring 3 dogs through. Can you verify the correct answer? Is part of the difference in answers because he is a Guatemalan and I am an American? Are there actually different laws for us?

Well you have been victim of discrimination from the part of the consulate. Maybe they are jealous about your friend Guatemalan, also Mexican sometimes don't like particularly Guatemalan....
The answer you got when you call I would bet is the good one. If you have the papers in order for the dogs you will be fine. The laws are the same for everybody but the interpretation may change
