Guitar Music - RE: Chords in the key of C Major

Question
I am playing a song in the key of C major, and one of the chords in the progression is a Bb/D   Is it possible that this chord is from the key of C major or another key?  The 7th degree of the C major scale is B and that chord would  be a diminished chord, not a Bb/D chord.  Does this Bb/D chord belong to the key of C major?

Bb is of the major F scale as far as I remember..

F - G - A - Bb - C - D - E - F
