Question
I am new to coaching men's gymnastics at the competitive level. Is there a minimum mobility score that male gymnasts must achieve before moving up past level 5? What is the process/procedure for moving up by USAG standards?

Answer
No, there really isn't for the men's side. Generally, a coach will make that decision based on the child's age and ability. There are age groups that keep the boys moving with their difficulty. Level 5 is 7-8 so most will move to Level 6 when they turn 9.
