Question
I do not know why but I am losing lots of eyebrows and they are falling out at the root.  Is this a sympton of seborrheic dermatitis or perhaps something else - this has been going on for 12 months.  

at the base of the hair a white film sometimes builds up too

Answer
A white film at the base of the hair shaft is normal as it is the hair follicle.  There is a condition called Alopecia Areata where the hair loss can effect the scalp and or eyebrows.  An injection of cortisone in the hair loss areas will restore the hair growth.  Normally there is no hair loss with seborrheic dermatitis or dandruff.  Alopecia areata is caused by the body attacking the hair follicles with resultant loss of hair.  Systemic causes of hair loss include Thyroid Disease, oral medications, systemic diseases like lupus, hormonal abnormalities, severe stress to name a few.  In some cases blood work needs to be done to make sure there are no systemic causes of hair losss.
