i get these little whitehead pimples and they are right under the hair follicles of my eyebrows. how can i stop them (is there a way without a prescription if not what prescription do i need)

You really need to see a dermatologist to be diagnosed correctly and treated properly. You may have a bacterial infection and will need an antibiotic or it could be some other skin disease with small pustules which would need a completely different treatment.
