Question His ham radio waves come across my tv. I got cable and thought that would fix it! Still comes across and I have been trying to talk to him for a year and he doesnt care. What can I do? How can I interfere with his radio.

Any device that creates high level electromagnetic energy would do the trick. The closer that energy is to his antenna, the better.
An arc welder would do nicely, but it's difficult to weld continuously for hours.
There is a device called a Van de Graaff Generator that can continually belch out giant licks of static electricity discharges. Google it and you will find many examples. You can build them yourself or you can buy them commercially. The bigger, the better.
Another possibility is an automotive spark coil and a spark plug on the end of a pole raised as close as possible to his antenna.
