I have been an amateur radio operator for about 36 years.

Experience
In real life I manage a small motion picture film lab in Hollywood. I've been a fireman, a teacher of English in Okinawa, a personal computer tutor. I am an Advanced Class Ham radio operator using my originally issued callsign WB6EEQ. I have operated for extended periods of time from Okinawa (KR6FX & KR6OP), Texas (K5VXG), and Mississippi (K5TYP). While in the Air Force, I was a Manual Morse Radio Intercept Operator.

Subject: ham radio neighbor!!!!!!

His ham radio waves come across my tv. I got cable and thought that would fix it! Still comes across and I have been trying to talk to him for a year and he doesnt care. What can I do?  How can I interfere with his radio.

Answer
So it's War, eh Todd?!?!

Any device that creates high level electromagnetic energy would do the trick.  The closer that energy is to his antenna, the better.

An arc welder would do nicely, but it's difficult to weld continuously for hours.

There is a device called a Van de Graaff Generator that can continually belch out giant licks of static electricity discharges.  Google it and you will find many examples.  You can build them yourself or you can buy them commercially.  The bigger, the better.

Another possibility is an automotive spark coil and a spark plug on the end of a pole raised as close as possible to his antenna.
