QUESTION: when i try to acces my C ,D ,OR E drive then it prompts me to choose a programme from the list , then if i choose internet explorer, then only i can access my drives?

ANSWER: if you are using windows XP, insert the win XP cd, then reboot. When prompted to boot from the cd press any key.
Choose to install - not repair, except the agreement, when prompted for a choice to repair or install for second time choose repair. This will look just like you are installing windows, in fact it takes just as long (about 30 minutes).
What you are doing is replacing the windows system files. Some must have corrupted your to make it act the way it is.
Don't worry when it is all said and done it will look exactly the same and all you programs and files will be intact. The only difference is now it should work properly.

QUESTION: bu ti dont have a windows cd with me

Answer
Go to my computer and right click C:
select properties, then click tools, click error checking, this may require a reboot.
Try the internet explorer fix tool
http://windowsxp.mvps.org/IEFIX.htm

try fixing manually:
click on start>run>type in cmd>enter

then type in the following(one at a time)
regsvr32 shdocvw.dll
regsvr32 shell32.dll
regsvr32 oleaut32.dll
regsvr32 actxprxy.dll
regsvr32 mshtml.dll
regsvr32 urlmon.dll
