Any time I need to restart my laptop, my external hard drive “disappears”.

There's not enough information for me to suggest anything. However try this. The next time you reboot, right click > my computer > manage > disk management. If your drive is shown here, your computer does recognize it.

Try plugging it out and then back in after a restart. Does this solve the problem?
