I can also answer questions about the characters, their backgrounds, and information J. K. Rowling, the author, has posted about the books on her website. The only questions I can't answer are questions dealing with what happens in the next book, although I can point people in the right direction - namely sites like the-leaky-cauldron.org and mugglenet.com, which have compiled lists of all the known facts about Book 7, and spoilers and speculation lists.
Experience I have read all of the books repeatedly, and have read through most of the larger Harry Potter fansites for trivia and Book 7 information.
Question QUESTION: If there is something which can turn the time back, (remember in HP and prisoner of Azkaban), then why is it not used very often by Dumbledore to undo, if not all, then at least few major things that he did not want to happen, like saving Harry's Father for example.
ANSWER: Well, there is no exact answer for this, although it has been a topic of debate among the fans for a while. Most people agree that one major reason Dumbledore (or anyone else) doesn't use the Time Turner to undo major events is that Time Turners only go back in time for a few hours - so unless the world-changing event was pretty obvious, no one would no that there was anything to change. Another reason Dumbledore doesn't use the Time Turner is that its use is pretty carefully regulated. The Ministry of Magic guards the Time Turners, and there are a lot of rules about using it. Also, from a more practical viewpoint, if Dumbledore had fixed every bad event in Wizarding history, the books would be really boring. xP.

QUESTION: Well i agree its use is very strictly regulated by Ministry but again i have two question:
1) Wasn't he able to use the same against the ministry, (freeing Hippogriff(Buckbeak), and Sirius). So if such is the case how come the ministry did not notice this.
2) Even if Ministry is aware and keeping a strict watch on the use of the same i do not think it will object undoing things which are not only unfavorable for Dumbledore but for the wizarding community as a whole.
Answer 1. Technically, he wasn't supposed to use it against the Ministry. He wouldn't have been able to if Hermione hadn't been granted the Time Turner, and because no one knew that they had been there, they didn't get caught. Remember, Dumbledore tells them "You must not be seen." And, in the books, at least, Hermione keeps making Harry wait to free Buckbeak because if they didn't, then it would look like Hagrid did it, etc. Also, the reason that they don't kill Peter Pettigrew, or rescue Sirius earlier is that they don't want it to be obvious that someone helped him.
2. The thing is, there are certain ethical and scientific questions involved in using the Time Turner to change past events. Some people would argue that if a thing happens, it happens for a reason, and other would argue, like you do, that it wouldn't matter much if you change things. So...really, there is no answer.
