Question I once had an "island hopping" rate on a rental car where I rented for 3 days at HNL then 4 days at OGG but got the benefit of a weekly rate instead of daily rates. Does that still exist and do you know who offers?

Sorry I don't know the exact prizes but these offers still run.
You can get a "car-flight" option or a "car-flight-hotel" option.
The hotels offer these sometimes, and we do have a new airline now that also offers so you can try their website too: they are called "go!".
Of course we still have Hawaiian Airlines and Aloha.
Finally you can try the car rental agencies as well: They are the usual::
Hertz, Avis, Dollar, Enterprise, Alamo and Budget.
