I can answer I would say about 99 % of all questions relating to Hawai`i.
Experience I work for tour agencies as a tour guide so have a wonderful island experience especially from the view of travelers and newcomers to the islands. I am also a high school language teacher.
Question I was just curious as to where the cheapest yet safe place to buy houses is in Hawaii. Not familiar with Hawaii at all but will be visiting shortly. Looking for place where it is warm all year and has a lot of marine life to call home, so any and all information would be greatly appreciated. Thank You
P.S.Do you know anything about the televised show A Message in the Waves? If so they showed a short section on a school where the schools focus was on the ocean and the ecosystem. It looked like the school was outside???

Off of Hawaii is very safe.
On O'ahu houses are very expensive no matter what.
The cheapest islands are Lanai and Molokai followed by Kaua/i. All others are very pricey.
And all are beautiful and also have beaches. But O'ahu and Maui also have cities, as well as the rest. The Big Island is different, black sand beaches and active volcanoes but also expensive.
As for schools outside, not sure what you mean. I don't know the televised show you're talking about. All schools are in a way outside, for example my daughter's classroom in inside, but of course there are no hallways, you open the door and are out, so to go to another classroom or the bathroom, you are outside.
Same in my school I teach, we teach with the doors open and are out right away if you need to go make a copy we cross the lawn to the faculty lounge.
