QUESTION: i have a air handler system model # Elite® Series CB30M which has an electric heater.. can this electric heater be used to heat a home during the winter in Pennsyvlania that has a square footage of 1300 sq ft?

ANSWER: you will want a 5KW or better set od strips,  WOW EXPENSIVE! for full time heat! any well water or pond or pool?  to use a heat pump? 300% efficient , rather than 100%!!

what about pellet stove, corncob stoves ?  Catalyst heaters are something I just got and its great!! 100% of the energy is put in the home  VS  20-30% out the flue!.  They use aplatinum wool like catalyst that so perfectly burns the clean burning fuel that no carbon monoxide is created, carbon dioxide is however and a window 1/2 inch cracked assures the carbon dioxide vents safely we expel the same thing actually .  I have an Olympian it was   $370,  they have some for $600 that will run on a stat and they dont have to be vented , (check with local codes)
They are very efficient in comparison, but electricity is convenient , whe present, the catalytics dont need oower to run a fan etc , some do for stat but can be 12 volt etc.

basically for the electric heater capacity,..   1 watt = 3.5 BTU's   So 5KW strip =17,500 BTU's

I am not familiar with the area, but I had a place in the Sierras around 4.500 elevation, that had an electric 5KW resistive wall mounted heater!! it was like an electric fireplace, but the electrical meter would spin so fast it blurred!  Propane up there made it expensive as was delivered, but still cheaper than electricity, I ran the wall unit somedays continuously as it was not sufficient really stay satisfied for long, but although undersized, did pretty good, keeping the huge place 25-35 deg above the ambient, and it was old knotty pine and drafty!!  Thats why catalytic would have been great there ,it was leaky enough to forgo a window cracked,
and the full dollars worth of energy bought would go indide the place not just 70-80%

QUESTION: what is in the heater now are 18k strips, assuming that is consuming alot of electricity huh? sorry a true novice at this!

18,000 watts = 18 KW

18KW / 230VOLTS = 78.26  Amps!

Most homes entire electrical service is 200 Amps, I am assuming the water heater also, dryer,of course a reefer, but any freezer or 2nd fridge , pool etc?  you could have the water heater going , while drying clothes, and blow dry your hair or vacuum , and with the heater also running with everyday apliances! WOW! Just that heater at 10 cents per KWH (killowatt hour)thats 1.80 per hour alone!

Dont sweat not knowing Ohms law, or electrical theory!  I am quite sure I know nothing about what it is you do!! and wouldnt do well!   we all have our niche!

I would use anything  but that heater ,unless really well off, even then Id probably go pellet stove or catalytic heaters and propane!!
