Question QUESTION: The elements are getting hot but part of the time the blower will not come on. What controls the blower motor?
ANSWER: I presume this is a circuit board controlled furnace ?? That board is the blower control on a time delay circuit. Does the blower motor run whenever the thermostat fan control is turned on ?? Just a quick check on the motor.

QUESTION: No, it won't run when the thermostat fan control is turned on either.
Answer Something fishy here. Need to test just the motor. Remove the motor & blower case. I just cut the wires so they can be respliced. Then test the run capacitor to see if its bad, then test the motor on 120v. It'l run half speed. Think you have one or the other part bad. Could be something else but start with these tests.
