Question
I have some heat registers in my basement, but no return air registerb whivh I could cut into the duct. Would a return air register do(1) Circulate the cool basement air to the upstairs and thereby the A/C would not run as much(2)  Circulate air in the basement for a fresher air smell.Any other comment appreciated Thanks

Bill,
I don't know what all you have in your basement, If you install return air/airs in the basement they should be at the floor level.
You also need to make sure that a return air is not where it can pull fumes from any gas burning appliance.
When air conditioning the basement is usually not conditioned at all.
