Question
Goodman unit, 4 years old. Stopped cooling upstairs, however I feel air going into the intake. The fan on the unit outside does not turn on. I put my ear by the unit and can hear a hum. Read your advice, checked the capacitor. looks slightly puffy with a black spot located between the common and fan connections on the top. I changed the capacitor. No effect. I did a continuity test on the fuses, checked out. I checked all breakers, none tripped. Hum from unit stays on when disconnect is pulled. Shuts off when breaker is shut off. Also the intake air continues even though i have set the thermostat to off.
thats about it, good use the help i have a asthmatic 4 year old and it will bee 100 here Sunday

Answer
Does the compressor run in the outside unit or are both the compressor and the fan in the outside unit not running? If only the fan doesn't run, problem is most likely the motor if the capacitor is new. The hum is probably from the contactor not pulling in straight/completely. If both don't run, check voltage from one contact to the other on both the line and the load side of the contactor. Should be 240V on both sides when pulled in. There is usually a delay in the fan turning off after it has been running. This could be for 90 seconds or more after you turn it off at the t-stat.
