I had a leak in my ice maker water line that I repaired but the leak soaked the small cardboard-like substance (1 x 3 ft) across the bottom back of the refrigerator that covered the fan.  I removed this cover and ever since it seems like the fan runs twice as much as before.  Could that be the reason the fan is running more now?

It's possible.  I would however try to straighten it out and install it back on there.  That cardboard controls air flow which gets rid of the heat and keeps the compressor cool.  Not being able to control airflow can be a problem on some models.  Not sure of yours since you did not supply brand or model number.  You can use your old one as a template and cut a new one out of roofing tar paper.  We do it here all the time and it works well....  Try this and let us know if we can help further.....
