Heating, Air Conditioning, Fridge, HVAC/Fan cycling

Should the outside fan on a Rheem RAKA-024JAZ cycle on and off, I just replaced the fan and cap and fan was running but shut off but compressor was still running the outside temp is supposedly 74 degrees but feels a lot cooler than that to me!  Thanks for your help

As long as your t-stat is calling for cooling, your compressor and outdoor fan runs together , if your outdoor fan shuts off ,the refrigerant pressures will increase very high, and hopefully your outdoor unit should shut off at the high pressure switch, before damage occurs. ( hopefully your unit has a HPS )  if your a DIYer you may have the motor wired wrong or it's not the same size as the original horsepower rating, or amprege rating, or your fan is turning backwards. Something is not right . A lot of replacement motors are reversible.
