Question
Are return vents in residential homes suppose to have filters in them?

Answer
The answer really depends on how the system was installed. Every system needs a filter in it somewhere.  Sometimes the filter is in or near the unit, while other times the filter is located in the return grille. You should not have both as it can restrict air flow too much.
