My outside unit is running,my inside unit will not click on.it was making a high pitch noise before it stopped clicking on.

The word "Unit"covers a lot of territory,
I need a better description?
the unit,the "housing"containing the fan that goes on whenever the  central unit inside goes on.the thermostat would not turn on the inside ac,now it is on, and blowing cold,but once in a while it makes a sound like screeching brakes!

From your description I assume it's an Air conditioner only unit rather then a gas or electric furnace or maybe a heat pump, just an air handler with a cooling coil,
Any way it sounds like your blower motor is binding or maybe something is interfering with the blower wheel.
