Question
In a game with 2 officials, which one is responsible for calling a penalty shot.  the official in the zone where the infraction incurs or the official behind the play?

Answer
Hi Bob,

I a game with 2 officials, the official closest to the play should normally be the one to make the call.  This goes with all penalties, not just penalty shots.  However, if the official closest to the play/infraction misses it, the official behind the play certainly can make the call.
