I'm sorry but I don't understand your question. A computer education center sounds really wonderful. You'll want to make sure that you have a market for it...are there people who'll pay you to use it. Or will you make money another way. For example, will the center be free for people to use but paid for out of donations and sponsors? Either way, you'll need to make sure there is a market and money for it.
You'll want to contact your local authorities about business permits and other rules that might be in place. Usually there is an office in local government in charge of small business issues. If you're not sure, perhaps you have a small business organization in your area that helps business owners.
I'm not familiar with small business rules in India so you'll need to find resources in your area for that information. Perhaps you can contact another small business owner for help.
