I would put a concrete sealer/primer over all the concrete blocks. I use Zinser primer/sealer to keep out the moisture. It is white in color, not as think as paint, but it will do a nice job of covering your problem area. you can also have it tinted to the color you want. I don't think a seller would look at it as you trying to hide a problem. I would think that fact that put a moisture moisture barrier on your basement walls is a plus.
