Question
does the 1990 Honda civic dx suppose to have power steering?

Answer
Some of the DX Civics back in the 90's did not come with power steering.
It really depends on where it was manufactured.
If you send me the VIN(Vehicle Identification Number), I will be able to research further & see if your particular Civic came with power steering.
