Honda Repair - Honda Solenoid or Starter

Question
When I try to start my 1992 Honda Accord 4 cyl two door manual trans, it starts making a loud winding noise under the hood without turning over. When I turn the key off, the winding does not stop. It took several trys of turning the key on and off before I heard the winding subside. Is this a starter or Solenoid? I seem to have plenty of power just there is no clicking that is usually associated with a starter going out. The loud winding is new. Any help here would be greatly appreciated. What are these parts new or used? I have no clue. Just got this car and I am afraid.

Answer
The most likely cause is a starter that is not engaging properly. I would recommend finding a qualified mechanic who can inspect your car & give you a proper diagnosis. If it is a starter, the parts cost less than 200.00 & labor shouldn't be more than 150.00. Good luck
