Yes the CEL (check engine light) came on because the speedo cable is broken. The honda ECU reads speed from the cluster on theese cars to calculate what gear you are in so that the ECU can adjust the amount of fuel based on gear. The CEL will come on onnce the car is brought up to speed and when you decel in gear the ECU realizes based on map sensor,rpm, (load info) that you are in decel which means the car has to be in gear but there is no speed signal to ecu. Just replace the cable and it will be fine.

88-91 civics do NOT have to be jumped to make the engine light blink, as any mechanic should know the 88-91 has a red led light on the computer that blinks instead. Simply pull back the carpet on the passenger floor board under the dask to see it.
If your speedometer is not working there's a big chance the cable broke and will make the CEL come on. This is code 17 VSS ( vehicle speed sensor )
