Question Are horses at their peak at 3 years old, or will they run faster as they age a little more?

It just depends on the individual. Speed is related to training and general health as well as natural ability. An untrained, unfit 3 year old likely won't be as fast as a trained and fit 7 year old, but that same 7 year old might be slower than the younger horse if he has any old injury issues.
I usually compare 3 year old horses to 18-20 year old athletes. Generally speaking, they are indeed at a prime stage of their life. They haven't had a ton of wear and tear on them yet, they are strong and fast and recover quickly form injury, but with proper care and training, they will mature, strengthen, and become even better athletes as they get a bit older.
