hello sir, does this horse has cow hocks or suffering from laminitis?

hi -- a cow hocked horse stands close together behind and his toes point to the outside. i can't tell if this horse is suffering from laminitis  or not just by looking at him. some horses are affected by cow hocks and others just seam to run ok with them.  thanks ED HESS
