hello. may i know what does "this rider has heavy hands" mean?

When a rider has heavy hands, it generally means that there is a lot of contact between the hands of the rider and the horse - usually in the form of pulling on the reins. A rider with light hands will have very soft and light contact with the horse, and is able to convey what hte rider wants through subtle movements of the reins very 'large' movements.
