Human Resources/Salary increment upon confirmation

We would like to propose a salary adjustment to all employee who has successfully completed the probationary period. This proposal will be across the board.
How to propose and what is the justification to set it as a co policy.

WISH TO MAKE THE FOLLOWING SUGGESTION
- Upon successful completion of the initial probation period, an employee may be eligible for a salary adjustment up to five percent. The amount of the adjustment may vary depending on such factors as performance, internal equity, and budget appropriations. An employee evaluation form must be completed before the probationary adjustment is approved.
THE PURPOSE FOR THIS SUGGESTION IS
